江苏科技大学留学生本科生学籍管理规定(试行)

 

第一章  入学与注册

第一条   留学生本科生新生应在规定的时间内凭护照、入境签证、录取通知书、JW202(或JW201)表,到江苏科技大学国际学院办理入学报到手续。由国际学院对学校新生学籍进行电子注册。因故不能按时报到者,需事先请假并获得批准,请假不得超过两周。未请假或请假未准,逾期不报到者,取消入学资格。

第二条  留学生本科生新生必须到指定的机构进行体检。如不符合入学健康标准的规定,经本人申请,国际学院审核、批准,可保留入学资格一年。

第三条  保留入学资格的留学生本科生,应于下一学年开学前一个月凭医院健康证明(感染肝炎的需要提供休学期满内连续两个月肝功能正常的证明)向国际学院申请入学,经指定机构体检合格后,方可重新办理入学手续。

第四条  保留入学资格的留学生本科生,在健康复查中不合格则取消入学资格,不予录取。

第五条  已取得学籍的留学生本科生应按校历规定的时间持本人学生证和居留许可证明按时到国际学院办理报到注册手续,按时缴纳学年学费、住宿费和保险费后方予注册(在留学生本科生证上盖注册章)。因故不能如期注册者,应当办理暂缓注册手续或请假手续,并获得批准。未经请假或请假未准,按旷课处理。逾期两周不到校注册及两月内不能缴纳费用者按自动退学处理。

第六条 汉语授课留学生本科生入学注册时必须提交《汉语水平考试》(HSK4)等级证书。

第七条 留学生本科生在校学习最长年限为五年。

第二章  考核与成绩

第八条  每学期所修课程不及格直接重修,重修要按专业学分收取重修费。课程考核及格但成绩不够理想的,也可以重修。重修成绩记入学生成绩档案,取其中分数最高1次作为有效成绩,并列入学分绩点统计。

第三章  休学、复学与退学

第九条  留学生本科生因病经医院诊断需较长时间治疗休息者,需作休学处理。

第十条  留学生本科生休学期间保留学籍一年。休学期满,在学年开始前一个月申请复学,复学时必须出具医院证明,到指定的机构进行体检,体检合格方可复学。不按时复学者,做自动退学处理。

第十一条  留学生本科生因其他原因不能继续学习者,或因本人要求退学者,经国际学院审核批准,并根据中国出入境管理部门要求,由本人自费转换签证后作退学处理。退学留学生本科生应按时离校。

第四章  学业警告与退学

第十二条  留学生本科生在读期间一个学年取得的课程学分不足18学分(四年制留学生本科生最后一学期除外,五年制留学生本科生最后一年除外,给予学期学业警告,由国际学院审核后签发“学业警告通知书”,并通知留学生本科生。

第十三条  留学生本科生在读期间连续两次受到学业警告,应予退学。但可以给予一次退学试读机会,退学试读由本人提出书面申请,国际学院审核。

第十四条  退学试读留学生本科生必须转入下一年级就读,修读未通过课程,试读时间一般为一年,学习期间只能试读一次。

第十五条  留学生本科生有下列情况之一者,也应予退学:

(一)在试读期间,一个学年取得的课程学分不足18学分。

(二)休学、停学期满不办理复学手续或复学审查不合格者。

(三)因病应休学而不休学,一学年内缺课超过该学年总学时的三分之一者。

(四)经指定医院确诊患有性传播疾病、精神病、癫痫、麻疯病等疾病者。

(五)意外伤残不能坚持学习者。

(六)本人因个人原因坚决申请退学者。

(七)未请假离校连续两周未参加学校规定的教学活动者。

(八)超过学校规定期限未注册而无正当理由者。

(九)因其他特殊情况,学校认为必须退学者。

按本条规定作退学处理,对留学生本科生不是一种处分。

第十六条  批准退学的留学生本科生,国际学院发给退学证明书,按学校规定期限办理退学手续离校,签证换为旅游签证。并根据学习年限及成绩(至少学满一学年且已取得规定的必修课学分)发给肄业证书。留学生本科生应在一周内办完离校手续,否则不发给任何证书,并予以除名。未经学校批准,擅自离校的留学生本科生不发给任何证书。

第十七条  留学生本科生对退学处理有异议的,可以向国际学院提出书面申诉,申请复议。

第五章  毕业、结业与证明材料

第十八条  接受学历教育的留学生本科生完成教学计划规定的环节,修满规定学分,准予毕业,颁发“毕业证书”;符合学位授予条件者,经校学位委员会审定,颁发学位证书。未满足毕业要求的留学生本科生发给学习证明。

第十九条  留学生本科生毕业后必须办理离校手续,凭离校单领取“毕业证书”和“学位证书”,并终止留学生本科生身份,学校不办理居留许可延长手续。毕业留学生本科生应按时离校。国际学院负责对留学生本科生学历证书进行电子注册。

第六章   

第二十条  本规定未尽事宜参照《江苏科技大学本科学生学籍管理办法(修订)》、《江苏科技大学授予来华留学生学位实施办法(试行)》相关条款执行。国际学院负责解释。

 

 

Rules of Overseas Undergraduate Students’ Status Management at JUST

(Provisional)

 

Part I Entry and Registration

Article 1 Overseas freshmen have to register on the stipulated day of registration. Upon arrival at Jiangsu University of Science and Technology (JUST), students should register at International College(IC) and must bring with them their passport, entry visa, Admission Notice and JW202 Form (JW201 Form) when registering. IC takes charge of electronic registration. If a student cannot register on his or her stipulated time of registration, he or she is required to apply for a leave of absence in advance. For those who failed to register on time and did not apply for a leave of absence, their failure to register will be recorded as an act of truancy or an unexcused absence in their attendance record. Students who do not register two weeks after their stipulated day of registration will have their admission cancelled.

Article 2 Overseas freshmen must be examined in Health Institutions appointed by the University. If new students are found to be suffering from diseases, he or she cannot continue to study at JUST. He or she could hold on to his enrollment (admission) with permission from the Registrar’s Office for a year and after which he or she (parents or guardians) can apply for fresh admission.

Article 3 Graduate Students of retained status should be in the next academic year a month earlier with proof of health from the hospital (in patients with hepatitis have to submit the prove for the final two months of normal liver function tests) to IC, reviewed at appointed hospitals before they are allowed to re-apply for admission procedures.

Article 4 Graduate Students of retained status, who fail in the reexamination, will be removed from the enrollment qualification.

Article 5 Students registered on the University roll should return to school on time. And should register by bringing along the student’s certificate and residence permit to IC. They should pay for their annual tuition fee, accommodation fee and medical insurance fee on the designated point of payment. Students must pay their tuition fees prior to their registration (stamp registration seal on the student card). One is not eligible to register if the records show that tuition fees have not been paid in full. If a student cannot register on his or her stipulated time of registration, he or she is required to apply for a leave of absence or suspend registration in advance and must be approved by IC. For those who failed to register on time and did not apply for a leave of absence, their absence will be recorded as an act of truancy or an unexcused absence in their attendance record. Students who do not register two weeks after their stipulated day of registration and have not paid in full within two months will be considered to have vacated their studies willingly.

Article 6 Overseas students taught in Chinese have to hand over their corresponding HSK4 Certificate (Chinese Proficiency Test) when registering.

Article 7 Overseas students can extend the duration of their studies up to five years.

 

Part II Examinations & Grades

Article 8 Students should retake the courses if they fail in the examinations and pay renovation fees according to the professional credits. Course examinations “passed”, but don’t meet the ideal result can also be rewritten. Restoration accomplishments will credit student performance file, which is the highest marks as an effective performance, and included in the GPA statistics.

 

Part III Suspension, Resumption of Studies and Withdrawn Students.

Article 9 Overseas students who are seriously ill and need a long time to recover will be asked to suspend their studies.

Article 10 During the suspension time, the university keeps the Foreign Student’s name on the University’s roll up for one year. After the break of the study period expires, the procedure of resuming studies should be done with a Medical Certificate from a regular hospital and application should be submitted one month before the start of the new semester. The student will undergo another Medical examination at a designated hospital in China. If they pass the Medical examination, they can resume their studies. However, if unable to resume their studies, they will be considered “automatic drop-out”.

Article 11 Overseas students who are unable to continue their studies because of other reasons, or who want to withdraw from Jiangsu University of Science and Technology will be excluded from the University’s roll and reported to IC for approval. According to the Division of Exit-Entry Administration, The Overseas Students should apply for the change of their visa and pay the required fees on their own before exclusion. Students withdrawing from the University should complete the termination procedures on time.

 

Part IV Academic Warning and Drop Out

Article12 If one student got less than 18 credits for one academic year of study (excluding last semester of four-year study and last academic year of five-year study), a year academic warning will be given. IC approves and then issues “Academic warning notice” to the particular student.

Article 13 If a student receives academic warning for two successive times during course period, he/she should drop out of school. Student may avail a chance to continue study by applying to IC for an academic probation chance after approval.

Article 14 During academic probation, student must shift to his/her next batch of students (junior) to relearn the courses that he/she failed to pass. Generally, the academic probation is for a period of one year and this chance will be given only for once during his/her course of study.

Article 15 Under the following conditions, students should drop out of school.

During the probation, if the students get less than 18 credits during one academic year.

After quitting school or rustication, if a student fails to approach school for a chance of resumption of study or completing its formalities.

For those who should apply to quitting school due to illness but failed to do so when he/she was absent to school for more than one third of the academic year’s period.

After diagnosed with STDmental disorders, epilepsy, Hansen's disease (leprosy) and other diseases by designated hospital.

Accidental disability that can't permit him/her to continue study.

In case of applying to quit school for student’s personal reasons.

Failing to attend teaching activities assigned by school for continuously two weeks without applying for leave.

Failing to register in time specified by the school or without a justifiable reason.

In case of special reasons, which school considers the student must drop out.

Provisions of drop out process are stated below, following which is not regarded as a punishment to the student.

Article16 Once drop out is approved, IC issues “Drop out notice” after which, the student should leave the school in time specified by school and change his/her student visa to tourist visa. According to the student’s period of study and scores (on condition that at least one academic year is completed and acquiring all required course credits), an academic transcript will be issued to the student. Student should complete the drop out procedures in a week time, failing to do so, no certificates will be issued and he/she will be expelled. If any student quits school without authorization from school, he/she will not be issued any kind of certificates.

Article 17 If a student has any objection towards the drop out process, he/she can apply for reconsideration through a written form of appeal to IC.

Part V Graduation, Completion and Attestation

Article 18 Students who have formal students’ status have completed all the courses and social practices required from their majors within the prescribed year of studies, obtained the total credits, will be allowed to graduate and awarded a diploma. If they meet requirements for awarding degree, Bachelor’s degree will be awarded after examination and under approval from University Academic Committee.

Students who failed to satisfy the requirements of their graduation will be issued a Certificate of Studies in JUST.

Article19 Overseas Students should go through the departure procedure after graduation. They can obtain Graduation Certificate and Academic Degree Certificate with the graduation check-list and will be classified on terminated Students status. They cannot apply for Residence Permit Extension at the University. Graduates should leave the University on a stipulated time. IC takes charge of electronic registration of Overseas Students’ Certificate of Education.

Part VI Others

Article 20 Matters not mentioned herein shall be conducted in accordance with the relevant regulations and rules on Undergraduate student’s registration, Provisional regulations of awarding degree to overseas students at JUST. IC has been conferred the power to interpret any portion of these regulations.
